Synopsis

Stan Chambers reports from the California Museum of Science and Industry where California State Assemblywoman Maxine Waters outlines her bill to the Assembly Committee on Public Employees and Retirement. The bill aims to protect women and minorities with low seniority should there be mass layoffs due to Proposition 13. Under Proposition 13, current property taxes would decrease and future increases would be restricted, resulting in budget cuts. She wants employers to consider criteria beyond employee seniority when considering layoffs, including job performance, job necessity and affirmative action. She believes it is inequitable that women and minorities are the last hired and the first fired and therefore may bear the brunt of layoffs caused due to Proposition 13.
