Synopsis

Chief Edward M. Davis of the Los Angeles Police Department presents Hector Garcia with the perpetual trophy from the International Footprinters Association. Garcia is being honored as the Outstanding Officer of the Year for his bravery and gallantry in the line of duty. Davis talks about an incident in which Garcia, who was unarmed, boarded a hijacked airplane, carried on conversations with the hijacker in Spanish, and arranged with Spanish language news media to arrive at the scene. The man later surrendered. The incident referred to may be the hijacking of a Frontier Airlines flight by Ricardo Chavez Oritz on April 13, 1972.
