In a press conference, Tom Bradley discusses the responsibility the mayor has to set a budget and set priorities for the city. He states unbalanced budgets, like the ones presented by Mayor Sam Yorty, result in tax increases, and a mayor should make more of an effort to balance the budget before presenting it to the City Council. Bradley also refutes Yorty's claims that he cannot cut expenses because the Finance Committee of the City Council has cut deficits each year. In addition, Bradley advocates for a balanced budget and promises to bring one if he becomes mayor. Includes silent footage of the press.
